Do You Need a Passport To Go To Puerto Rico?
The answer depends upon the situation.
If you are a foreigner residing outside the United States, then you definitely need a passport and a Visa to go to Puerto Rico.
If you’re a US citizen however, there are other options.
US Citizen Traveling to Puerto Rico
US Citizens do not need to present a passport or Visa when they visit Puerto Rico.
In fact, a state-issued ID (e. g. driver’s license) shall suffice as the passport and visa requirements, similar to visiting other U.S States or U. S. territories. The state-issued ID is used for identification purposes.
Additionally, with the implementation of Real ID Act on May of 2023, U. S. citizens and travelers shall be allowed to travel domestically as long the state-issued ID is in compliance with the standards set by the REAL ID Act.
The Department of Homeland Security and the Transportation Security Administration are currently working closely with all U.S. states for the implementation of the act,
To apply for a REAL ID, you need to prepare information and documentation that may vary from state to state. To see the latest requirements, visit the website of a licensing agency in your state.
The agency will require personal information such as your legal name, date of birth, social security number, proof of residence and your marital status. In the event that your state does not comply, you may need a passport to visit Puerto Rico.
With all that said, keep in mind that being a US citizen is not a guarantee. There are times that, like foreigners, US citizens are denied entry to Puerto Rico.
So it’s still better to take your passport with you, if possible.
Foreign Citizen Visting Puerto Rico
Since Puerto Rico is a US territory, the requirements for Visa entry are similar to the rest of the USA.
If the stay is not more than 90 days, you should apply for an electronic travel authorization or ESTA for tourism. This could be applied online at any time.
It will take approximately 2 to 3 days before receiving a confirmation email of your ESTA. However, if your travel will exceed more than 90 days, you should get your visa on-site at the embassy. Permits and Visa entries are issued differently depending on the purpose of your visit.
The documents needed also depend on what type of Visa you want to apply for. Some require more validation, and some require fewer papers to be approved.
Additionally, any travelers with a police record, a highly infectious illness, or serious mental illness may be prohibited from entering to protect the people of Puerto Rico.
Take note that it will take time to process both the passport and the Visa so plan your itineraries ahead of time and know your true purpose for visiting.

For example, you can certainly cross the borders from U. S. to Canada and Mexico by land if you are under 16 years old. The parents must present a certified birth certificate to validate the identity of the children. Adults can present a document in compliance with the Western Hemisphere Travel Initiative (WTHI) to be eligible of entering the borders of Canada.
You can also present an enhanced driver’s license or a Military Identification Card with travel orders as proof that you can legally go to Canada.
With the new laws set, a passport is enough to prove your identity and citizenship, but with the absence of passport, you can still present your NEXUS card or any WHTI compliant document to validate the information.
